Good initiative but this doesn't address the unfamiliarity/ignorance of the workers being exploited & their inability to verify if an intermediary or agency are actually certified. Certification tends to focus on those parties who are on the radar & want to comply but doesn't cover the parties who are not on the radar of gov. agencies. Afterall, the ability to exploit is contingent on the parties being exploited not knowing their rights, etc. hence the exploiters will seek until they find a weak & unknowing party to exploit. Does this certification scheme address that? Will a publicly accessible database be available (similar to VIES for VAT reg. #) for both workers & companies to verify the legitimacy / authenticity of such certification belonging to said intermediary / agency? It's important that such a certification framework anticipates & considers potential circumvention, fraude, etc.
