U kunt op de gehele regeling en memorie van toelichting reageren.
I am writing to express my strong opposition to the proposed amendment to the Dutch Citizenship Act that seeks to extend the standard residence requirement for naturalisation from five to ten years.

While I understand the intent to ensure a “durable connection” with the Netherlands, I believe 5 yrs is more than sufficient for establishing a durable connection. Further, how the time period of 10 yrs is arrived at ? Is there any scientific evidence?.

In view of this, the proposal is counterproductive and unnecessarily restrictive for the following reasons:

Key Arguments Against the Proposal:

Unjustified Delay in Integration:
Extending the naturalisation period delays full civic participation, including voting rights and access to certain employment opportunities. Citizenship is a key driver of integration, not a reward for it. Prolonging access undermines the very goal of fostering inclusion.

Negative Social and Economic Impact:
Many residents especially people like me on HSM visa contribute meaningfully to Dutch society long before the 10-year mark. This proposal risks alienating skilled migrants, international students, and long-term residents.
It may discourage talent from choosing the Netherlands as a destination, impacting innovation and competitiveness.

Disproportionate Burden on Families:
The increased waiting time affects family reunification and stability, especially for children born and raised in the Netherlands who remain in legal limbo for longer. Lack of Evidence Supporting the Change. The Netherlands already has one of the more stringent naturalisation processes in Europe. There is no clear data showing that a longer residency requirement leads to better integration outcomes.

Contradiction with Dutch Values:
The Netherlands has long been known for its progressive and inclusive policies. This proposal risks undermining that reputation and fostering exclusion.

I respectfully urge the government to maintain the current 5-year naturalisation period, which strikes a fair balance between integration and inclusion. If improvements are needed, they should focus on supporting integration efforts (e.g., language training, civic education), not delaying citizenship. Based on my experience for the past three years even an A2 level is more than sufficient for integration.
