U kunt op de gehele regeling en memorie van toelichting reageren.
It is not a wise decision by any matters. Lot's of other actions can be defined to make sure integration process has been completed. look at the tax reports, their jobs. if someone don't want to be integrated within 5 years, you can expect have same results within 10 years. This is just simply make Netherlands not attractive for Highly skilled immigrants and for those who dont pay taxes 5 or 10 don't matter.
