I don’t think this proposal will help out to the integration of the foreign people. In contrast, it will create a certain message that foreigners are not welcomed even they push everything to integrate properly. Additionally, once the time gets longer, people will postpone their integration activities, and even may give up. I know many people who were working hard to learn the language, and try to integrate utmost level, now feel desperate and postpone all their activities.
