Frankly this is incredibly shortsighted. Integration is not a measure of time but behaviour. If someone has not meaningfully integrated in the country after 5 years, extending it for another 5 years is unlikely to achieve a significant increment in integration or bond.
The Netherlands claims to want to attract highly skilled talent to build up its economy and tech sector but these employees do not "need" to live in the Netherlands - they will naturally go to other countries where the path to citizenship and therefore security and stability is shorter and more clearcut e.g., Germany. In the long run, it's the Netherlands that suffers from such ill considered and oddly punitive policies.
