There is global competition for talented people. Waiting for longer periods for naturalization will be not attractive and talented people will move to other countries. Highly skilled people bring in a lot of experience and creativity with them. Keeping them in country will be beneficial for economy as they would and are leading the start-up culture and improvements in products that are exported to other countries.

5 years are more than enough to completely integrate into dutch society and get used dutch to norms and culture.
