I would like to ask first who the target group is for this legislation. I have just arrived in Netherlands on highly skilled migrant visa and if this ruling will apply on me and my family and if it will make it difficult for me to acquire Dutch citizenship. If it will be applied to only deter asylum seekers and not impact highly qualified/skilled migrants then it is a bit different. But for anyone who has higher education like PhD or MDs if it effects them then it will have a negative impact. For example, if I will be told today that since I arrived recently and it will apply on me personally and I will not be able to apply for citizenship after 5 years. Then it makes the Netherlands very unattractive for me to pursue my career here and I would leave the Netherlands sooner rather than later.
