This change should not apply to all the people that have already been in the Netherlands for multiple years. Many of whom made such decision to stay here based on the previous rule of 5 years. all new rule have a transition period before they enter into vigor to allow people to make conscious choices.
In addition making this change renders the NL a less attractive work location for international talents. Considering the already challenging recruiting landscape this will only expand the talent shortage in critical industries such as in the energy sector or offshore wind.
