Thank you for the opportunity to respond to the proposal to amend the Kingdom Act on Dutch Citizenship (Rijkswet op het Nederlanderschap, NWN) by extending the naturalization period from five to ten years.
While the objective of promoting long-term integration is understood, this change could have significant unintended effects, particularly on the Netherlands’ attractiveness to highly skilled migrants and international professionals.

1. Impact on Competitiveness
The Netherlands is currently one of Europe’s most appealing destinations for global talent due to its strong economy, innovation climate, and transparent immigration system. Extending the citizenship timeline to ten years may reduce this appeal. Other European countries—such as Belgium and Portugal (5 years) or Germany (8 years, reducible to 6)—offer more accessible pathways. A longer waiting period could discourage skilled migrants from choosing the Netherlands, affecting sectors already facing talent shortages.

2. Integration and Inclusion
Evidence suggests that timely access to citizenship enhances civic participation, economic contribution, and social cohesion. Delaying naturalization may postpone these positive outcomes and create a perception of limited inclusion among residents who are already well-integrated and contributing to Dutch society.

3. Transitional Fairness
If adopted, the new rule should apply only to new residents arriving after the law takes effect. Individuals currently residing under the five-year framework have legitimate expectations that should be respected. Retroactive application would undermine legal certainty and trust in Dutch institutions.

4. Recommendations
Conduct an impact analysis on economic and social implications.
Provide clear transitional provisions for existing residents.
Consider a differentiated or expedited pathway for highly skilled migrants and international graduates.
