1) This will have negative impact on the Netherlands being attractive for foreign workforce in all categories. Including high skill migration for many international companies contributing immensely to tax system. Such negative impact must be assessed first.
2) If the policy serves as a proxy intended to limit social support abuse then it should be done through right dedicated policy and mechanisms of its monitoring. Having naturalized family with few kids, fake divorce, while parents live together, work for cash and do not pay tax - this should be solved by coresponding mechanisms controlling such abuse, not by 10 years naturalisation period.
