Making the naturalisation period from 5 to 10 is going to create a chaos among the top talent working in Netherlands. 5 years was good enough to integrate in dutch society along with getting through the inburgering process.
Top talent on hsm visa may find it less attracting to continue to work in the Netherlands and keeping the risk of job being dependent on the employers sponcership. People may start relocating within european countries to find stability.
Asylum seekers may be included in this although not desired but working class on hsm and their dependent partners should not be at all cost.
