This proposed regulatory reform does not serve the best interest of the Netherlands, we should be differentiating between highly skilled migrants and other aliens, highly skilled migrants are here to support and grow the economy they contribute to taxes and they fulfill an existing need in the work force. I propose to edit this regulation proposal to do this differentiation and allow highly skilled migrants to acquire the Dutch nationality within 5 years (and even allow the to keep their own would be a plus) like other countries are doing (ex Germany) and increase the length of stay to 10 years for the other aliens (with loosing nationality) this way the Dutch market will continue to grow and be an attractive destination for highly skilled people and reduce the number of the other alien categories
